Spain: New Measures for Ukrainian Temporary Protection Beneficiaries

The Spanish Government has issued new guidance introducing an important opportunity for beneficiaries of temporary protection from Ukraine.

What Has Changed?

Eligible individuals can now transition to other residence permits without leaving Spain, including:

  • Residence and work permits.
  • Arraigo permits (including socio-educational arraigo).
  • Residence permits under the Entrepreneurs Law (Law 14/2013).
  • Family reunification.
  • Long-term residence.

In addition:

  • Time spent under temporary protection will count toward eligibility for arraigo and long-term residence.
  • Applications may now be submitted directly from within Spain, significantly simplifying the process.
  • The new guidance establishes a clear framework for an orderly and secure transition to more stable residence status.

What Does This Mean in Practice?

Many individuals who have until now held temporary protection status will be able to begin building a more stable future in Spain by accessing longer-term residence permits.
