Spain: Government Launches the 2026–2030 Integration and Citizenship Plan

The Spanish Government has unveiled the 2026–2030 Integration and Citizenship Plan, an initiative that introduces a series of measures focused on integration and citizenship in the context of migration. The plan will be launched with an initial budget of more than EUR 500 million during its first year.

The plan was developed with the participation of ten government ministries and incorporates contributions from civil society and social dialogue. It is structured around four main pillars, 16 measures, and 10 objectives to be achieved by 2030.

Among the measures announced are the ongoing regularization process, the future creation of a State Agency for Human Mobility, a Labour Mobility Strategy, initiatives to promote employment in sectors experiencing high labor demand, an extraordinary Vocational Training program, and the strengthening of public services.

The plan also includes programs to support the learning of Spain’s official languages, promote knowledge of shared rules and values, strengthen community integration, combat discrimination, and improve access to public services in areas such as education and healthcare.

These measures will be implemented progressively as part of the Government’s 2026–2030 Integration and Citizenship Plan.
