Spain: Updated Salary Thresholds for Highly Qualified Professionals and EU Blue Card Holders

The salary threshold applicable to highly qualified professionals under Law 14/2013 has been updated following the publication of the latest average salary figures by Spain’s National Statistics Institute (INE).

On May 28, 2026, the INE established the average salary for 2024 at €29,540.26. This figure serves as the benchmark for determining the salary requirements applicable to residence permits for highly qualified professionals and EU Blue Card holders, in accordance with Order PJC/44/2026 of January 27.

As a result, the following salary thresholds now apply:

  • General threshold: €41,356.36
  • Reduced threshold: €33,085.09

These figures are particularly important for the processing and approval of residence permits, directly impacting international talent recruitment and workforce planning strategies.
