Ecuador: Reform to the LOMH Introduces 29 Regulatory Changes and Redefines the Migration Framework

Ecuador’s President, Daniel Noboa, enacted the Organic Reform Law to the Organic Law on Human Mobility (LOMH), which was published in the Official Registry on October 24, 2025, after being approved during the second debate by the National Assembly with 88 affirmative votes. With its publication, the reform officially came into effect, marking the beginning of a new stage in Ecuador’s migration policy.

Originally recognized internationally for its humanitarian, progressive, and rights-based approach, the law has now evolved into a more restrictive regulatory framework, with a stronger focus on national security and the control of migration flows.

According to various migration analysts in the country, this reform represents a significant shift in the approach to human mobility in Ecuador.

The reform includes:
24 articles partially or fully amended.
4 new articles incorporated.
1 article completely repealed.

In total, 29 legal provisions were modified or created within this regulatory framework.
