Peru: Electoral Registration Opens for Foreign Residents Ahead of the 2026 Elections

Peru’s National Registry of Identification and Civil Status (Reniec) has opened the Electoral Registry for foreign residents in preparation for the 2026 Regional and Municipal Elections. The measure will allow foreign nationals residing in Peru to exercise their right to vote and to run as candidates in municipal and regional elections.

According to Secretariat Resolution No. 000207-2025/SGEN/RENIEC, applicants must be at least 18 years old and demonstrate more than two years of continuous residence in the country. However, Reniec clarified that this requirement does not apply in border areas, provided individuals are properly registered in the corresponding registry.

The Electoral Registry Office also established the registration period from January 7 through March 28, 2026, as the electoral roll closes 180 days before the elections.

Peru’s Regional and Municipal Elections are scheduled to take place on October 4, 2026.

Foreign residents will be able to complete their electoral registration through the Electoral Accreditation Document, which may be requested free of charge at any Reniec office.

Applicants must submit the following documents:

  • Registration form with personal information
  • Foreign resident ID card
  • Original passport and copy
  • Detailed sworn statement
  • Proof of address issued by the Peruvian National Police (PNP), confirming more than two years of residence in Peru
  • Two passport-size photographs
