Uruguay: Residency by roots program for work, study, or family reunification

Uruguay’s Residency by Roots Program, established under Decree No. 138/024, provides legal residency pathways for individuals seeking to work, study, or reunite with family members in the country. The initiative includes residency options based on employment, family ties, or educational purposes, supporting the integration of foreign nationals into Uruguayan society.

The program is aimed at individuals who entered Uruguay legally and are seeking a regular residency option. Key requirements include proof of continuous stay in the country, a clean criminal record, and a valid vaccination certificate.

The regulations provide for permanent residency in cases of employment- or family-based roots, as well as temporary residency for educational purposes. The program also includes humanitarian exemptions, reinforcing its inclusive approach.

In coordination with international organizations, this initiative seeks to facilitate new integration and residency processes in Uruguay.
